My daughter just got an iPhone SE and I gave her my series 1 Apple Watch however she’s had it charging all night( but only shows the Apple symbol when charging) and it keeps flashing on and off. I know the watch was good before I got the series 3 so why can’t she get it to stay on to pair with her iPhone?

I suggest performing a forced restart. Steps needed are found in the Apple Support article: Restart your Apple Watch - Apple Support
i.e. press and hold both the side button and Digital Crown for at least 10 seconds, then release both buttons when you see the Apple logo.
If you've completed that troubleshooting and the issue is still not resolved, Contact Support.
