I am canceling Verizon how can I keep and pay for iCloud for family
How can I move my iCloud away from Verizon and just pay directly for. Changing phone service.

Verizon has nothing to do with iCloud. Verizon may offer its own cloud service which is unrelated to Apple's iCloud entirely. Are you sure you are paying for iCloud (Apple's storage service) and note just Verizon's cloud service?
You would need to download anything stored in Verizon's cloud service to a device or your computer before cancelling the Verizon service.
If you are using Verizon's Unlimited One plan with Apple One included, then you may need to let it be cancelled, and then start the plan yourself. Make sure you download anything from iCloud before cancelling, and since canceled anything beyond 5GB will be deleted from iCloud.
