Apple, knowing that that activity is forbidden in many countries around the world, doesn't have any native app to do that.

At your own risk (in accordance to your country laws), there are some 3rd paties apps that you can download from AppStore.

You would have to subscribe to a 3rd party service to do that. It is not a feature of the iphone and most likely never will be as the laws on call recording vary widely from location to location.
