Apps won’t open

What "fix" did you read? Standard troubleshooting steps would being with restarting your phone. You may also want to force restart the phone:

Are these built in apps? Or third-party apps?

Assisting IdrisSeabright, if these are built-in apps, you may have a problem on your hands. You can’t re-install them (Re-installing helped me in this issue I had once in the Spotify app). This may be beyond the abilities of Agent 0X0. Call Apple Inc. or speak with your advisor.

That is not entirely correct. Many of the pre-installed apps can be deleted and re-installed. However, if the OP can't open any apps, that's unlikely to be the solution.

First of all, if your apps won’t open, how did you post this? You’d need to be on the Safari app, which I can assume did not open.

Or, they used a different device.
