Am I able to set up one account to receive data points from two people to include files and photos instead of having two Apple accounts?

You can have multiple people share the same subscribed/rented pool of iCloud+ storage using Family Sharing, but you cannot have multiple backups and disparate documents and passwords all automatically going to one Apple ID and accessible within its associated iCloud storage. Each Apple ID maintains their data and their backups privately, within the shared pool.

Apple does offer Legacy Contact support for some of these cases, but I’m still unclear on where this particular case is headed; what the general goal here might be, beyond the specific proposed implementation.

An Apple ID does not send or receive “data points” to other Apple IDs, whatever you mean here by “data points”.

An Apple ID itself does not provide mechanisms to transfer data to other destinations.

Apple devices can be used to transfer data to other destinations, such as forwarding mail, or running apps that process and transfer data. macOS logged into an Apple ID does quite well here, while iPhone and iPad are much more limited in their automation capabilities.

Users can manually share photos and other data using various means, as well. iCloud Photos, for instance, has opt-in sharing of specific photos.

All of these mechanisms are opt-in, as well. The Apple ID sending the data must take steps to transfer the data, whether that is photos or images, or file data, or location data, or otherwise.

Sharing an Apple ID among multiple users ends badly. Notifications, two-factor authentication, passwords, and other details all expect one active user per Apple ID. Family Sharing allows sharing of various types of data among up to six people.

So… what are you seeking to do here?
