…but the Activation Lock waiting behind that passcode can only be unlocked by the owner of the iPhone, or by Apple given sufficiently convincing proof of ownership.

Activation Lock is intended as a theft deterrent, and is intentionally difficult to bypass.

If the seller has disappeared and thus no unlock and no refund (as is all too common), you got scammed. We can’t help, and Apple won’t. Not without proof you likely don’t have. This iPhone will never be useful to you. Recycle it.
