If the above options do not mitigate the issues then Contact your carrier and then Contact Apple Support

If the name of the person calling you is read out at the same time as your ringtone plays, then Announce Calls is activated. To disable, go to: Settings → Phone → Announce Call → set to Never, or another desired option.
