Lost phone

My phone was stolen last week in Tenerife. EE blacklisted the phone immediately. However, my insurance company is asking me to put the phone on lost mode through Icloud. When I sign in my stolen iPhone isn’t shown. Why is this ? Could the thief have done something to the phone to enable this . Or is it that I didn’t have find my iPhone turned on

That is the most likely possibility.
