Safari not working with Stage Manager on MacOS Ventura

I use stage manager on MacOS Ventura. Everything worked well until today when Safari crashed. After it crashed the first time, it would crash every time I opened it. Eventually I got out of that cycle and now Safari is working again. But, it's not working properly with Stage Manager.

When you open a new app, your current app usually goes to the left where the list of recently used apps are. However, Safari doesn't do this after the crash cycle. It simply stays behind the current app.

I've also noticed an additional issue where Safari won't show the min/max icons when in full screen.
