Can Siri read out a message without unlocking my iPhone 14 plus iOS 16.4.1?

siri wont read the message always asking to unlock the iphone i14 plus with OS 16.4.1 i am not using airpods or any earbuds any way for siri to read out the message without unlocking

Check Settings > Face ID & Passcode > [Allow Access When Locked] > Siri = “on”.
