Iphone 14 glitches after the Softward Update Complete prompt

I just restored my previous iphone 11 to my new iphone 14 via back-up in the iTunes app. After the restore was completed now recieve a "Software Update Complete" prompt notifying me that my iphone has been updated to IOS 16.4.1. When I press continue, I get a split second of the "it may take a few minutes to activate your iphone" screen then it appears to glitch and sends me back to the "Software Update Complete" prompt again. I've been in this vicous cycle for a couple hours.

I've tried restarting, connecting to a different wifi, and changing sim cards. Nothing has worked. I even tried to re-back up the phone, but it tells me that I have to disconnect from "FindMyPhone", which obviously I can't do while stuck in this vicious cycle.
