What counts as a stream for Apple Music? I understand a count for a stream is anything considered longer than 30 seconds. What if you are playing a song and your 40 seconds in. That constitutes a stream or a count. What if you are 40 seconds in and you skip back to the beginning? Does that start the count all over again?

Yes. Volume is irrelevant.
