B. "No Service":

C. Install a Cellular Update:

It might be prompting you for a cellular update to install. So, go here for that. Update your carrier settings manually on your iPhone or iPad - Apple Support

D. Update the iOS Using a Computer:

• IMPORTANT: If you have an option to update, however, then be certain you backup your iPhone first. That way, you will have something to restore your iPhone from should anything go wrong with the update

Troubleshooting Calls Going Directly to Voicemail:

A. Contact your Carrier:

If calls are gong to voicemail, then contact your Carrier, as they are the one who provide you with the service of Calling and Voicemail.

Do your Part: Provide Apple with feedback on this, letting them know about this issue.  Apple may not get back to you directly, but the more feedback they receive on this, the more they will know what is occurring, and what bug fixes to include in updates to come.
