If you haven't already, try updating your iOS to the latest version:
eg: About iOS 16 Updates - Apple Support says 16.4.1 is the latest.
If you have already updated, and can not access FaceTime and Messages, then try restarting your iPhone: Restart your iPhone
Restarting will sometimes clear the way / put things back in order.
or
If you have recently updated your Apple ID or password, it may take a day or so before the changes appear in FaceTime etc.
