I see you’re using the Microsoft Store version of both iTunes & iCloud. I found the same problem with the store versions so I downloaded the versions from the Apple website & these open quickly. They’re the same version as the store’s.
I would uninstall using Revo Uninstaller>Uninstall Apps https://www.revouninstaller.com/products/revo-u... & once completed then run the scan for leftovers then install the Apple version from here:

I was worried that if I do this my library will be gone, especially after scanning for registry leftovers. Thankfully everything was exactly the same when I opened iTunes the first time after re-installing it. Now iTunes opens in 2-3 seconds.

If the issue persists, can you provide a few more details. Does this happen across multiple user accounts? Are you running the latest version of iTunes? Also, what is your exact iTunes version?
