Keyboard shortcut for "Markup" in Preview

I know about

[control] + [command] + H,

[control] + [command] + U,

[control] + [command] + S.

But I find myself needing to click the markup button (toggling it on and off) multiple times per page needing to select and highlight at different times. I wish there was a keyboard shortcut for this. I tried making one in system preferences for just Preview: [control] + [command] + M. It doesn't seem to work.

Any suggestions on how to create this shortcut?

Command keys My left command key controls hiding windows while my right command key does the shortcuts like copy and paste. Is there a way to flip them to where the left command key takes care of the shortcuts? thank you!
