There was never anything nefarious about Apple throttling phones. Apple has, and continues to throttle phones with failing batteries. This is so you're not left with a phone that suddenly shuts down which could be a very bad thing if you really need it. The problem is easily resolved by replacing the failing battery. You'll be able to see if your battery needs replacing using the directions Alancito provided.

for my case, battery still has 82% maximum capacity; storage still has ~40GB unused out from 128 GB capacity. Still, the slow, and even pause is quite obvious since upgraded to iOS 17.4.1 (21E236).
