1.

If you see a message that says "Your account has been disabled in the App Store and iTunes", there is a problem with your payment method on your account, to resolve the problem you need help from Apple support,  click -> contact Apple Support for help.


2.

If your Apple ID is locked or disabled -> If your Apple ID is locked or disabled - Apple Support (CA)

-> Get a verification code and sign in with two-factor authentication

Get a verification code and sign in with two-factor authentication - Apple Support


If you have followed all the steps and instructions and if you still need help, get more help and assistant from Apple directly, see Contact Apple for support and service -> Contact Apple for support and service – Apple Support (UK)

Note that this post as I viewed it was given a new title by the moderators and the original information was only about an inactive ID. Therefore there was no indication that this truly has to do with a disabled account, but only an inactive one. For that issue the solution is different.


From a post by Apple Community Specialist Brittany1416 in thread Inactive Apple ID - Apple Community :


"We'd like to get you some help with this issue. For this issue [an inactive Apple ID], please contact Apple Support for assistance. You may be able to reach Apple Support here: Contact - Official Apple Support "


Telephone numbers --> Contact Apple for support and service - Apple Support


Note that having an "inactive" account is not the same as having a disabled account.
