I deleted a video from recently deleted can I get it back?

No. There is no other place beyond "recently" deleted to recover videos from. Once deleted from there, they are gone.

If you have backup made before the video was moved to the recently deleted album, you may be able to retrieve it from there, but it's not a simple process.

Do you have a back up? If not, then you can't.
