No calls on apple watch unless phone is on

I have a cellular Apple Watch, but it only rings if the iPhone is on. If I turn the iPhone off then the calls go to voicemail. Not sure why this is the case? Any advice?

Check with your carrier, as a first step. The cellular plans are centrally involved with getting this to work.

Apple Watch won't ring unless phone is within range Apple replaced a 2 week old watch with another new watch, and the watch still does not take incoming calls unless the phone is nearby. Outgoing calls can be made, but any incoming calls automatically go to voicemail.

All calls go to voicemail. User Busy. All incoming calls go straight to voicemail. Phone shows a quick splash screen saying User Busy, then missed call notification. Watch checked at Apple Store. All tests, good. Refered to carrier for a replacement SIM card. Sim replaced. Trouble persisted. Found apple watch connected to phone by cellular network and bluetooth. Turned bluetooth off on watch. This fixed the problem. iPhone 12 Pro Max. Apple watch series 3.
