I am trying to create a child account but cannot verify using PayPal. I received the text message, then when I entered the verification number, I kept getting an error: "Credit card processing is temporarily unavailable. You may continue to browse the store." I have been getting this message for weeks and tried using different networks. But this has not resolved the issue. Please help!

I've followed your advice, and in the meantime, I have been in touch with Apple support. I've been told that I can't use Apple child accounts because I do not use a credit card as a payment method. I explained that in Europe, we don't generally do credit cards and asked if there was any other way perhaps to verify, to which the person replied that (summarised) Apple is American and does not care about what we do or do not use in Europe.
If this is true, then this could be some feedback to the dev team; it's UX Flaw; the system does not give you detailed feedback on why this is not working. And if it's only about the credit card rather than verification, some guidance would work.
