The footnote #1 in Set up and use Savings in Apple Wallet - Apple Support suggests that I can open a savings account on an iPad, but I can't find a way to open a savings account on my brand new iPad (with up-to-date OS).
Can we open a savings account with an iPad or not? If not, will this be possible in the future?

Actually, no it does not.
The first bullet under “What you need to open and maintain an account” states (underline added for emphasis):
Indeed an iPhone is required.

Thanks for the answer, this is helpful. But I still think there is at least confusing information. Footnote 1, which is about how to set up a savings account, states that:
To open Savings, you must add Apple Card to Wallet on an iPhone or iPad that supports and has the latest version of iOS or iPadOS.
Your observation is perfectly valid.
