That’s true. That’s why iPhones are very secure and Android phones are significantly less secure. App data in iOS is only accessible by the app that created it. That’s a strategy called “sandboxing”. Each app gets to “play” only in its own sandbox.

WhatsApp data is encrypted. You can only view it with the WhatsApp app.

You do not have direct access to the file system on an iPhone. It's a matter of security.

“Permanently” means Permanently. It has no other meaning. If you wanted them you should not have permanently deleted them. If permanently deleted content was recoverable that would be a massive security problem.
