My son got an iPad from school during lockdown. Was a funded initiative from local authority. However because it is remote managed, we can't download apps or anything on to the iPad. The school don't want it back and we can't fully use it, any help?

Devices that are configuration locked by an MDM platform can usually only be released from central management by the platform that manages the device. Be aware that Apple will not assist with removal of management profiles.

Unless you are lucky - and have the option to delete the profile from iPad Settings - you’ll need to seek assistance directly from the System Administrator who manages the device - as only they can remove the management profile and associated restrictions from the device.

Only the school IT person can remove that.
