I want to do refund but I can’t find it on the list of the purchases, how ever I tried many time

Based on your post, you don’t need to be told how to find purchases, because you already tried.

If it is specifically for iCloud Storage go to Settings/[your name]/iCloud/Manage Storage.

If it is a purchase of anything else, see→If you want to cancel a subscription from Apple - Apple Support, specifically near the end:

• If you can't find a receipt from Apple for the subscription, you might have bought the subscription from another company. To find out which company bills you, check your bank or credit card statement. To cancel the subscription, you must contact the company that bills you for the subscription.
