In OS 16.4.1 is not possible trust custom certificate. Can you help me?

The approach from Trust manually installed certificate profiles in iOS and iPadOS - Apple Support
doesn't work in iOS 16.4.1. Instead of list of certificates is only one option available "Liberty Global Root Certification" I can't trust my custom certificate.
