Network Preferences will not open

I am having an error on my early 2015 MacBook Air. It will not automatically connect to any Wi-Fi network and when I try to open the network settings I get an error message stating that there is an error in network preferences. I have already tried to boot the Mac in safe mode and it had no effect.

Good work 👍 on using the Safe Mode as it will sometimes just make this work again a Normal.
