Recently when someone sends me a photo from another iPhone or Mac all I see is pic below. The download button does nothing when tapped. It was working fine a week or so ago. I can send photos fine, they appear in Messages. I just can’t receive them. I’m up to date on updates. I restarted my phone, no luck.

Was having the same problem and it was because there was an outstanding Terms & Conditions for iCloud I needed to agree to (perhaps from a new update?)
Go to:
Settings > Apple ID (click your name at the top once in Settings) > Should pop up if not > click Name, Phone Numbers, Email > or click iCloud.
Should pop up with a notification to agree to new Terms & Conditions, click agree and the photos should now work.
Nothing works (not in lockdown mode, toggling low resolution images off, restarting, logging out then back into cloud, getting off wifi then back on, deleting photos from messenger) nothing!
Sure one or a few of those will “work” for a day or week but then it’s back to the same problem. At least for me.
For years. Across multiple iOS es. I’m on 17 now and it’s still happening! This is ridiculous been happening for years and still not fixed. Sheesh. Whats perhaps the most annoying about this issue is that it happens intermittently, seemingly randomly.
The only thing I can say for certain is it always happens when I get a message on my Apple Watch that says “X has sent you an image. You can view it on your phone”. I know when I get that message on my watch, that there is nothing but what’s pictured in the OP waiting for me on the phone.
And no, the issue with pictures not showing has happened to me before getting an Apple Watch it has nothing to do with the watch.
I miss Steve Jobs. Honestly.
What happens when you click the download icon on the RH end of the image?
If you read my message, nothing happens when I tap on download. And to you next message, no, Lockdown mode is not enabled.
I receive Pics from friend on iPad but on iPhone a rectangle with PEG and down load button. When tap on box or button nothing happens

I’m having the same problem. HEIC photos will not open in iMessage. Lock down is not enabled. MMS messaging is enabled.
Thank for the suggestion. Didn't work. I was in the airport and on the plane on the tarmac when the pics suddenly wouldn't appear. I turned off the wifi, using just cellular, but no change. Anyway, the next day it worked fine at home when I checked again. So that was weird. Thanks for taking the time to provide me with an option!

I have the same problem. One day photos are normal not I and getting this goofy heic file. I have changed nothing. Very annoying as I cannot open any photos. I would appreciate it.

I am having the same issue! My daughter sent me some photos except,..it’s just a file that says img and when I click on it it does nothing. I have looked for remedies but nothing works and I cannot view these important photos!!
What is wrong with this. I recently updated and now I have ISSUES!
I even tried downloading a converter for images and it will not download this app either! 😡
I have this issue when I'm connected to a WiFi network that somehow doesn't let these images come through. However, when I disconnect from their WiFi, the image won't download. It should. Very annoying!

I daresay Low Power Mode did not cause this issue. There exist some very weird possibilities and coincidences in the world, but this isn’t one of them.
