Apple Wallet in the Philippines
Why can’t we use Apple Wallet here in the Philippines? I understand that there might be issues with banks but at least allow us to use it for transportation cards.

As you have observed, Apple Pay is not yet active in the Philippines. Keep looking at Apple's list at Countries and regions that support Apple Pay - Apple Support
Regarding transport cards, very few cities have cards which can be loaded to Wallet or which support Apple Pay for transport. See Apple's lists

Add a travel card to Apple Wallet
