“Unavailable” generally indicates that you (or someone else) has repeatedly entered an incorrect Passcode. If you have a countdown, you can wait and try again. If you have tried too many times, you’ll have to restore the iPad.
Assuming that you are the original owner of the iPad - and it hasn’t been purchased as a pre-used device - you may find this support page to be helpful:

If instead you have acquired a previously owned device, should the iPad be disabled or Activation Locked - unless you can independently obtain assistance from the previous owner, the iPad is (and will remain) useless to you. Attempting to reset the iPad will trigger the Activation Lock.
