These must be done or the links to apply for Apple Savings account will not appear in your Wallet.

Please log out of your Apple ID/iCloud account. Do a forced restart and then log back into your account.

Other items to check:

1. Turn off VPN
2. Make sure iPhone Region is set to US. If set to US, select another Region the switch back to US.

Yes, if you just recently applied and were approved, there is a delay before all the systems sync. How long has it been since you were approved.
