if I have a saved video on my ipad, can I go into a building without wi-fi and be able to play it? Such as a video of my cat..taking it to her vet?

Video that you have saved to your Photo Library can be played directly from the Photos App. With the video stored on your iPad, you won’t need access to a WiFi network.
You easily test your ability to play the video. Simply turn-off WiFi in iPad settings - then play your video on your iPad:
Settings > WiFi > WiFi - set to OFF
