Why can’t I add my credit card that is good and valid

How can I clear my payment systems I the App and re-add a valid credit card? Apple sent charges in an incorrect format to my cc card, they were declined. Apple said I did a charge back, which I absolutely did not, and has somehow blocked that credit card

What do I do if Apple won’t accept the payment method that I’ve been using for years?
