skip financial info when selecting country/region for 911 purposes

I am unable to get my iphone 7 plus to register my state (during the 'use wifi for calling' setup, it demanded a 911 address but it will not go past Alabama!) so I am trying to stay safe by making sure my phone knows where I am. In setting up my apple id, I go to the section for that, to establish my country/region but it won't allow me to go past just the country without adding a credit card. I find this unacceptable. I will never put financial info on my phone. How to get past this? Thanks so much.

This might be good news. I have an outdated debit card that I can enter. That way, if some hacker gets the info, it will not work for purchasing anything.

You won't be charged on the card till you make a purchase.

Billing information is needed If you can't choose None as a payment method. The "None" option will not appear...

If you have an unpaid balance or payment due
If you have a subscription that automatically renews
If you're using the iTunes Store or App Store for the first time
If you are not in the country or region you’re creating an Apple ID for
If you changed your country or region
If you're a part of Family Sharing
