I see you have remaining balance that you wish to remove from your Apple Account. Apple provides multiple ways for you to do this, but only mentions one in the main support article for changing countries. This is the second method below. In the interest of full disclosure I will include another two. The 'spend balance' method used to be in Apple's support article but was removed. Nothing has changed in regard to using this method. Apple just stopped including it. The third method below is included in a different official Apple Support article. Although it is in an official Apple document, you will not find it as a method mentioned in the documentation about changing countries. It may only work under special circumstances but may be worth investigating for some.

If you then find your store credit is less than the cost of a single item and you still have a valid payment method for your old country such as a credit card, you can use the payment method to make up the difference in the cost of an item ( How apps, content, and subscriptions from Apple are billed - Apple Support ). Perhaps buy something such as a music track which you can download and also keep a backup copy. Remember that anything purchased may not be available for re-download in another country but as long as you have your own copy you will always have it.

Apple removes your balance and keeps it.
