Apple keeps charging me 8.98 for every purchase even though it’s 4.99 what can I do

I have been trying to make a purchase on codm for 4.99 however it keeps declining because apple is trying to charge 8.98 and it’s doing this for every purchase I try to make. What can I do to fix this?
