If you have the Apple TV box, there there is an accessibility option to have the menus and their selectable options narrated. This is what Apple calls “VoiceOver”. Turn VoiceOver on or off on your Apple TV - Apple Support

You can turn Audio Descriptions on or off as a special audio language, during playback. Change subtitles or languages for videos in the Apple TV app or iTunes Store - Apple Support.
