I am attempting to create a bootable drive for my old 2017 mac that runs on Sierra. After pasting command into terminal and entering my password it says "command not found".

For reference: Create a bootable installer for macOS - Apple Support. Note that you must download the installer from a Mac capable of running that macOS version.
Paste that command into a reply to this Discussion so we can examine what may be wrong with it.
The command you posted is for High Sierra. Is that what you intend to create?
I am trying to create this bootable drive on my mac that is using Catalina.
... and is that Mac capable of running Sierra?
