how can i text from this PC, but from my texts off my iphone/ icloud? / i also need either a forgot passcode restore or itunes restore

Im really frustrated because I just dropped my phone in water....... i just want to be able to text still from my PC. So how do i do that ?

ALSO i have another iPhone of mine but i need to restore it because it says connect to itunes

or i have another one my 13 [which] i dooo rather use instead of this old iphone 9 or 10 i think [thats the one that needs connecyed to itunes]. but mine 13 i just forgot my passcode =( pllease i need help

You are asking several questions. First, the phone you dropped in water, let it dry out then get an appointment at an Apple Store for an evaluation and possible replacement. It may be damaged beyond repair. Second, I don’t think it is possible to text from a PC as texting is managed by your phone carrier.
