How to hide control center on lock screen in iOS 16.4.1?
I have iOS 16.4.1 installed on my phone. If you don't see that option, it has been restricted. Check Setting>Screen Time>Passcode Changes. Or, if you have a configuration profile on your phone from an employer, that's another possibility.

You're not in the right place. Go to the Settings app. Go down to "Face ID & Passcode". Enter your passcode when prompted. Then, you will see the screen I showed.
Do NOT go to Settings>Accessibility.
In iOS 16.4.1 there is no such option now FaceID & Passcode. It’s now setting > accessibility > FaceID & Attention.
but there’s no option like “ control centre > off. Please check your phone again.
Yes, there is such a setting and yes, Control Center is there. I think, perhaps, you didn't swipe down far enough.
I Have bo such options in iOS 16.4.1. Which iOS version are you using?
Settings>FaceID & Passcode>Allow Access when Locked>Control Center>Off
