IOS error - Unable to Verify Security Response - Trying to Install rapid response security Update 16.4.1(a)

Trying to manually install the new IOS Security Response 16.4.1(a).

Getting Failure message -

"failed verification because you are no longer connected to the internet".

This makes no sense whatsoever. I am feet away from my WIFI router.

Apple needs to rethink their error messages.

It gives a Retry button and a Reminder Me Later button.

Retrying doesn't work.

I tried powering on and off my Iphone SE2.

I tried rebooting.

I tried resetting network connections.

Does the iphone need to download this from the cellular provider?
