For starters, you would need to be doing this How to back up your iPhone, iPad, and iPod touch - Apple Support on a regular basis. IF you haven't been doing that, then your pictures are gone.
Secondly you would not have this enabled Set up and use iCloud Photos - Apple Support syncing photos to icloud it's not part of the icloud backup
If you backup and didn't sync then you do this Restore your iPhone, iPad, or iPod touch from a backup - Apple Support
