Because the camera RAW support in Ventura supports the TZ200, but not the TZ200D, and it is up to Panasonic to provide Apple with the TZ200D support details. Then the time it takes Apple to implement that RAW support and test all of its applications and schedule some future date, whether for Ventura, or macOS 14 for inclusion with the operating system.
Contact Pixelmator and determine if they include their own camera RAW data with their application, or use Apple's RAW data. Alternatively, you can use the most recent Adobe Digital Negative Converter to convert the RW2 to DNG, or the XnViewMP application to view the RAW images from this camera model.
Apple's camera raw link above is a living document and if Apple should add support for the TZ200D camera before new updates for Ventura end, the camera will appear in that Panasonic list. If it is added in macOS 14, then RAW support for the camera is not made retroactive to Ventura.

Pixelmator is not an Apple product. You need to contact their developer and ask them why.
And no I do not have a link. You’ll have to search for it just like I would.
