I have this issue too. I have added and remove my card info multiple times and it still won;t work.
I have spoken with my bank and they said it's not a banking issue.
I have added different card with funds and still no change.
And the apple support so far have notbeen offering any feasible solutions.
That's a completely different issue from the one which you asked about originally. You must contact Apple for help if you see a message saying "Your account has been disabled in the App Store and iTunes" or "You cannot login because your account has been locked".
