Has Apple fixed the issue causing the volume of non-Apple Bluetooth headphones to be too loud? To clarify, I’m talking about the MINIMUM volume being too loud.

I found a useful page in the iPad user guide that worked for my Marley headphones - I was also having the same issue for a while!
So glad I stumbled on the page.

setting the device type in the Bluetooth settings was all it took in the end.
