That is expected behavior unless you have the charger connected along with an external keyboard & mouse to enable Clamshell mode. Otherwise closing the lid puts the laptop to sleep.

Try booting into Safe Mode to see if you have the same issue.
My mac from 2010 mac mini to this 2012 Macbook pro and now a 2018 MacBook pro and has been working fine until Ventura. On the fost macbook pro i had to run an app that stopped sleep when the lid was closed. I think that could be a source of the issue. I have removed all the settings that keep this monitor to go to extended mode that leaves control on the laptop screen. I can now leave the lid slightly open but this has not resolved the problem?
