Can't create passkeys in macOS Safari

I've gone to two sites to try and create passkeys (GMail and eBay) and neither one can create a passkey. Nor do they report an error… after I click a button on the web page acknowledging I want to create the passkey, the browser just sits there. (eBay has a spinner; it just spins forever.)


By contrast: I can create passkeys in Chrome, no problem.


Is something misconfigured on my Mac?


I'm running Safari 16.4 on macOS 13.3.1.

Google Accounts is one website. Below is the image when I try to add a passkey on my google account using Safari. Note that you can add passkey using other device (Security Key) or Scan a QR Code to create passkey using Mobile device. It doesn't give option to create passkey using the device I am using.


Below image while using using Chrome browser for the same action on the same device. Chrome allows to create passkey using the device I am using.

I'm also having the same problem, but with both Safari (Version 17.1 (19616.2.9.11.7) and Chrome (Version 118.0.5993.117 (Official Build) (arm64) on my late 2020 M1 MacBook Air running macOS Sonoma (Version 14.1 (23B74). When I try and create a passkey for say, PayPal, it gives me:


A passkey can’t be created on this device or browser. To see what’s supported, visit our FAQ.


When I click on their FAQ, it says:


Which technology providers support passkeys? 


Today passkeys for PayPal accounts are supported by Safari and Chrome web browsers on Apple devices running iOS 16, iPadOS 16, macOS Ventura, and Google devices running Android 9+. Passkeys are not supported on web view browsers and Windows devices. On a Windows device, the user must use a password or SMS OTP to log in. 


Any suggestions???
