Apple Focus Modes are causing havoc

So I have a few Focus Modes setup that are also assigned to specific apps. I have a work focus set for morning to early afternoon. I use Safari for work and I have that assigned for work, but I also use Safari for personal use or other focus modes. Is this causing the focus mode to flip back onto work, even though it is outside of that specific timeframe? It drives me bonkers because I constantly miss phone calls or message alerts.

And if I manually override the focus mode, shouldn't that be the default?
