not giving me the option to set up savings

followed instructions to set up savings but there is no option for to do so

You cannot set up Apple Savings account until iPhone is updated to iOS 16.4.1 or higher. No exceptions.

Then please follow the instructions in this support article on setting up Apple Savings account.
