APPLE ID NOT ACTIVE

My sisters phone X. She logged in her Apple ID Into it and it was successful. Downloaded apps and all

only for it to log out and tell us that the Apple ID is not active

and it keeps bringing it up. Please I’ve have tried so many things

I need solution.
